Approved For Release 2009/04/10: CIA-RDP80B01676R001500090072-6 w 15 February 1966 MEMORANDUM FOR THE RECORD Morning Meeting of 15 February 1966 of OCI gave a background briefing on Colombia. Borel for DD/I reported on Agency arrangements to brief U. S. Army General Conway, who is to assume command of the 7th Army. reported on the history and background of perennial groundless allegations of a Soviet submarine base at Hodeida in the Yemen. This was in answer to an earlier DCI inquiry about current word in press circles of such a base. DCI inquired about the status of the special report on the Dominican Republic requested by the President. It is expected to be ready some- time today. (See Action 1) reported on a meeting in ONE this morning with three Army officers back from duty in Vietnam. Bross said that he and I (will meet with Secretary Vance today to get Vance's views as a consumer to early warning intelligence information. Bross reported on a luncheon he had with General Fitch yesterday which included a remark by Fitch that some OCI memos on military subjects may be impinging on DIA prerogatives. This led to a discus- sion of the need to review the publications problem and to advise the DCI as to what action might be taken to make the Community's pub- lication effort less duplicatory and costly. DD/S&T reported on the status of work being done pertaining to the DCI request concerning ordnance for aerial mining and bombard- ment of key logistics areas such as the Mu Gia Pass. Development of suitable weapons for suitable aircraft for this purpose seems feasible, but there are no munitions in the current inventory that can do the job. Bombs are of the wrong size or the fuses are inadequate. There are possibilities for development of appropriate munitions which could be available within a year to eighteen months after a decision is made. A detailed study of this subject is being prepared for the DCI. (See Action 4) DCI noted that DDCI is on the Hill this morning. The DCI said he would leave today around noon for the West Coast and would return to Washington on the evening of 20 February. 1. DCI directed that DD/I personally show the Agency study on the Dominican Republic to Moyers and McGeorge Bundy of the White House staff after the report has been reviewed by DDCI. (DD/I - 16 February) 2. DCI requests facts concerning DIA publications as compared to CIA publications. The study should include examination of subjects which are duplicated and subjects which DIA publishes but do not appear directly related to DIA's primary mission. The study should also set forth current authorities and legislation affecting the DCI's responsi- bilities in this field. The study is to include recommendations and advice as to what the DCI might take up in this regard with the Secre- tary of Defense and/or the Director of DIA. DCI requests that Duckett and DD/S&T discuss the problem of the NSA tapes with DDCI so that DDCI sometime this week can discuss this with General Carter. (DD/S&T by 18 February) 4. The study being developed by DD/S&T on bombing and fusing capabilities for use in SEA is to describe prospects for development of unique armament and is to stipulate the specifications required for l)' ti' such development.
