ADD/I gave to DCI a memo providing answers to recent DCI questions on Godfrey briefed on the situations in Indonesia and Guatemala. He noted a story in last night's Washington Star about a planned Haitian invasion by exiles. Kent asked and got DCI's guidance on preparation of papers con- cerning deployment and use of OXCART in the Far East. All of these papers and studies are to be completed for discussion at USIB next week. In answer to a DCI inquiry, ADD/S described preparations being made to brief the DCI on ideal weaponry for Vietnam. This led to a discussion of the need for better equipment for counterinsurgency purposes. deSilva reported that at State Department request he will head a three-man, interagency group going to Thailand to look into the counterinsurgency situation and prospects there. noted that Senator Milton Young and Representative Mahon placed in the Congressional Record the William S. White article con- cerning CIA. read Young's accompanying statement endorsing White's views and expressing confidence in the Agency and the DCI. It was noted that the DCI will appear before the Zablocki subcommittee of the House Foreign Affairs Committee at 2:30 p.m. on 15 March to discuss China. DD/S&T said he would be lunching today with General Rodenhauser, Rodenhauser is about to retire from the USAF. DD/S&T noted the desirability of establishing some sort of periodic contact be- tween the DCI and ADD/P noted completion of a study by on the boat and the manner in which assembled in the Congo. were airlifted and DDCI inquired as to the status of an OCI study of three recent ChiCom articles. Godfrey explained the memo would be ready by noon today. DCI asked about the status of work on a bombing survey in answer to the Secretary of Defense. Kent said that the study would be finished today. DCI noted the importance of pursuing also certain work being done by DD/S&T and on ordnance capability and what might be done to improve U. S. air operations in the Vietnam area during bad weather. ACTIONS: 1. Word is to be circulated at various levels of the Agency that working sessions and briefings given by Agency officers to BOB repre- sentatives are to take place only after appointments have been made by the BOB officers through the Agency's Office of Planning, Programming, and Budgeting. A PPB representative is to sit in on all such sessions. Sessions of this kind are to take place in the PPB Center rather than in individual Agency offices. (All) 2. DCI noted a recent speech by AEC Chairman Seaborg, parts of which dealt with the future of nuclear energy.
