A great deal of geographic analysis has been done on this and a briefing will be given to the Vice President at whatever time he selects. Responding to an earlier DCI inquiry, DD/I said that several intelligence publications have been put out in connection with the forthcoming visit by Prime Minister Gandhi. Copies of them were given to the DCI. Godfrey reported on hopes and expectations that the H-bomb off the Spanish coast will be raised today. He also reported on the situation in the I Corps in northern South Vietnam. Kent noted information from the latest CORONA mission, showing two SAM sites in the Canton area, and cited the possibility that, as a price for permitting Soviet transit of Chinese territory in aiding North Vietnam, the Chinese may have insisted upon receiving Soviet SAM equipment for themselves. reported on the status of U. S. Government consider- ation of easing controls on the Western supply of Communist countries with coaxial cables and certain communications switching gear. We have reserved our position on this out of concern for what such equipment might permit the ChiComs to do, and we will probably at some time have to present a negative position to a U. S. committee studying the matter. We have been in touch with NSA on this. reported on the briefing given yesterday to General Peers on thel Parallel messages are going to our Station and to MACV, looking to arrangements to begin a pilot pro- gram in Vietnam before the end of April. DD/S&T reported on a Tyuratam launch yesterday which proves to have been a failure after launch. It appears to be the large booster "proton" type. DD/S&T reported word on the JCS position concerning OX deploy- ment. The JCS view is that OX should be deployed and used but should not be deployed unless use is sanctioned. DD/S&T reported on work done to gather the facts in response to a recent DCI query about control safeguards on Nuclear weapons assigned to NATO forces. DD/S&T will undertake to arrange a half- hour briefing for DCI and DDCI. DD/S&T tabled examples of recent advance design IR photog- raphy. It permits nighttime photography. This led DCI to discuss the need for equipping U. S. guerrilla forces for night operations. DD/P noted certain developments recently by which have 25X1 provided binoculars which permit full vision at any degree of darkness. DDCI paid tribute to yesterday's PDB item concerning Sukarno and the manner in which the Army is moving to restrict his activities. 1. DCI requests preparation of a basic intelligence memo on the Sino/Soviet split and requests development of procedures to keep this memo updated. Current developments make this subject a likely topic for DCI briefings of Governmental bodies, including our own Congressional committees. In connection with current press articles quoting State Department sources on arrangements to keep under surveillance certain Americans traveling abroad, the Agency is to respond to any and all queries with a straightforward denial that the Agency is in any way involved in activities of this kind. Field stations are to be reminded of existing Agency regulations to this effect. 4. DCI asked the Director of Reconnaissance to check with Tom Hughes to learn of the results of Hughes' briefing of Alexis Johnson on the 303 paper concerning OX deployment.
