wrftP,v-v ri!f no v Approved For Release 2009/04/10: CIA-RDP80B01676R001500090035-7 8 April 1966 Morning Meeting of 8 April 1966 of ORR gave a background briefing on Indian defense planning, ee Action 1) DD/I noted that Assistant Secretary Bundy at a State-JCS meeting last week discussed his trip to the Far East and noted successor prob- lems on Taiwan where Chiang Ching-kuo appears to be in a depressed mood and in failing health. This prompted preparation of a DD/I memo on the succession problem. No logical successor is prepared. Chiang Ching-kuo's health is, in fact, precarious. The memo will be given routine distribution. DD/I noted ORR's expertise and sophisticated methodology in determining the dimensions of the Soviet gold position. A recent memo on this subject served to correct erroneous misconceptions about the Soviet position. Godfrey noted a special OCI weekly report dealing with repression of intellectuals in Communist China. DCI suggested that DD/P examine this Godfrey reported that the new Soviet Politburo has been named and that the Party Congress has ended. Mikoyan after forty-one years of official service has been retired. Godfrey noted preliminary word from a reconnaissance mission of a "coastal defense site" in North Vietnam north of Vinh. This matter is under study. There is some doubt that a cruise missile site is involved. Copies were sent to Secretary Rusk and David Acheson at the Treasury Department yesterday afternoon. Kent noted that Navy officers will be here this morning to brief on weapons being employed by the Navy in the Vietnam area. DD/S reported that a language testing program is encountering some difficulties in that employees who claim language proficiencies are not appearing for language testing and that at the zero hour are disclaiming proficiency. This led to a discussion of the current language program in the Agency. (See Action 2) deSilva reported that will accompany a team in traveling to Saigon sometime this month to begin operational testing and training deSilva noted an "important" telegram from Ambassador Lodge this morning dealing with the situation and recommending courses of action in Vietnam. deSilva said he agreed with every aspect of the Ambassa- dor's cable. In response to the DCI's inquiry deSilva briefed on the current situa- tion in the I Corps area and the status of military operations against the Viet Cong. The IG noted the differing UPI and Tass press treatment of the DCI and DDCI appearance before the Russell subcommittee recently. Bross reported that another draft of the report on early 25X1 warning is out for comment by other agencies. A final version is ex- pected to be ready for the DCI later this month. Bross described this as a "monumental work" with the major input having been made by J. J. Hitchcock of the Collection Guidance Staff. DD/S&T reported that a CORONA was launched successfully yester- day and is performing well. DD/P reported that the proposed statement on the forthcoming ChiCom test with a covering note concerning Senator Russell's views were sent this morning to Alexis Johnson at the State Department. DD/P noted the troublesome situation in Ecuador. Executive Director reported that two Agency employees had been given Career Education Awards by the National Institute of Public Affairs. DDCI noted that Presidential assistant Moyers had come to the building yesterday at Moyers' request to discuss the Vietnam situation with deSilva and ACTIONS: 1. DD/I is requested to consider a study of the effects and im- plications of aid of various types extended to India by both East and West and to assess the long-term effects of these programs. (DD/I by 6 May) of Z. DD/S is requested to consider ways and means of creating inducements in connection with the language program. These could include such matters as relating travel abroad with a language require- ment and a program to make available to Agency employees current periodicals and newspapers in the language of their study. In this connection, it was noted that there is disagreement within the Agency on cash incentives for language proficiency, and DD/S is requested to look into this and advise.
