Senior officers from DD/P and DD/I were on duty in the Ops Center. There were no sub- stantial developments. It was noted that the President will leave Mexico City this afternoon and will return to the ranch. 25X1 gave to DCI a copy of the booklet done on OXCART deploy- ment. DCI said he wants a covering note prepared for his signature for dissemination to top level Government officials. Warfield explained that DD/S is attending an interagency committee studying the polygraph. Warfield mentioned that, judging from the responses of Agency officers to invitations to attend lectures at the National War College, the most popular speakers are Rostow, Acheson, and Bernard Fall. Bross noted that Knox will be coming to the Agency on 18 April for discussions of the terms of reference and the objectives of the Knox Panel. DD/P noted what he considered to be an unsatisfactory State Depart- ment response to overtures made to our station by certain military elements in the SVN regime. The game will be played between 19 and 26 April. DDCI noted steps being taken to set up a State Department task force to deal with NATO questions. Dean Acheson is the prime figure in these arrangements. Our own Agency task force has proceeded in good order and has developed plans for contributing to policy moves. DCI noted that he will be attending a State-JCS meeting this after- noon for discussions about the NATO crisis. DCI questioned deSilva about the situation and outlook in Vietnam. deSilva reported that the situation remains murky and that even the Buddhists apparently have not made up their minds about the next move.
