MEMORANDUM FOR THE RECORD
Morning Meeting of 22 April 1966
25X1 0 of DDS&T/OEL gave a background briefing on
25X1 the 0 ELINT sites 25X1
DCI initiated a discussion of the current status of the
Agency paper on OXCART deployment. There is some concern
within DOD that the paper plays down military reconnaissance
programs in Vietnam, and a clarifying statement as an addendum
was discussed and modified.
Godfrey noted signs of Soviet preparations for space or
ICBM activity from the range head at Tyuratam.
Godfrey noted this weekend's anniversary of the disorders
in the Dominican Republic, and tabled a list of various ceremonies
being planned, any of which might serve to spark new disturbances.

Kent noted that Pat Coyne had not received a copy of the
recent SNIE on OX deployment and a copy is being made available
to him.
25X1 Onoted that DNRO Flax has requested a luncheon
meeting with the DCI today. There is no clue on the topic to be
raised. DCI noted a recent discussion he had with Air Force
Secretary Brown who believes the recent NRO decisions to be
"feasible and workable. " Brown said that he was glad CIA remains
involved in the programs.
DD/S said that a weapons study, earlier requested by the
DCI, will be ready for the DCI today.
DD/S said that he would be leaving today for a ten-day
Support conference in Europe.

25X1 0 of SAVA reported that deSilva is at the State Depart-
25X1 ment and at the Pentagon this morning. In answer to the
DCI's inquiries, Read briefed on recent developments in Vietnam,
particularly the disorders and killings yesterday in Dalat.
Houston reported that Ramparts at MSU had contacted
Senator Saltonstall's staff yesterday to seek further information
about ties between the Agency and MSU. Saltonstall's staff refer-
red the caller to the Agency.

DD /P noted t Cuban exile named0 who proposes 25X1
25X1 against Cuba, has obtained some inter-
est in the Pentagon for his proposal and the matter will come before
the 303 Committee today. The Agency has previously dealt with
25X1 =and sees no merit in what he proposes. State is expected to
vote negatively.
DDCI reported that Secretary Vance was pleased and
satisfied by a recent briefing he received on ELINT matters in
25X1 0
DDCI noted a request from Robert Komer concerning
expansion of the PAT program in South Vietnam. Komer's memo
offered the support of the DOD and other agencies. DCI said he
did not believe the Agency should go this route on its own and that
other agencies should be involved. ~is preparing an answer 25X1
to the Komer request.
DCI asked about the status of a DD/I memo providing a
roundup of issues and outlooks in the various NATO countries.
He was told the memo was in the works and will be ready next week.

3. DCI requests that steps be taken to ensure useful and
continuing liaison with the Fairfax County police authorities and
that consideration be given to inviting these authorities to a lunch
