Ad Approved For Release 2009/04/10: CIA-RDP80B01676R001500090023-0 MEMORANDUM FOR THE RECORD Morning Meeting of 26 April 1966 26 April 1966 ADD/I reported that it has been decided that the DD/I will be the Agency representative in interagency meetings in connection with NSAM 156 relating to overhead reconnaissance. ADD/I will chair an Agency committee to look into the implications of the recent letter sent to Secretary Rusk by the BOB Director and the Presidential Science Adviser concerning certain aspects of this. ADD/I tabled the latest memo prepared by Task Force LOOKOUT. There continue to be no signs of installation of SSM's in NVN. ADD/I tabled an ORR memo on the growing number of Soviet in- stallations believed to be long-range SAM's. The DCI asked the DD/I to check with to find out whether such studies as these go automatically to the DOD DD/R&E and the service Secretary as well. Godfrey reported late word that a MIG-21 was shot down by an F4C using a SIDEWINDER this morning in NVN. Godfrey tabled a memo on the implications of the recent increase in jet fighter clashes in NVN. The memo is being given routine distribu- tion. Godfrey reported that a I (drone was lost last night. It was not over hostile territory when it was lost, and the cause is unknown. Godfrey reported that the Pope will receive Gromyko today, pre- sumably for discussions on Vietnam. Houston tabled copies of Senator Saltonstall's forthcoming news- letter to constituents. The document contains favorable commentary on the Agency. Coyne describes this as a "normal annual inquiry. " DCI noted that Senator Milton Young had recently told him he believes the President's Board should be more visible. It was agreed that Bross will register this observation in forthcoming discussions with Gordon Gray. Bross reported that General Taylor is being briefed this morning on the NIS institution. DD/P reported on an exchange of messages between the JCS, MACV, and CINCPAC on the proposition to double the number of PAT teams in SVN. JCS is somewhat dubious. MACV and CINCPAC are more favorably inclined. DDCI and DCI discussed the White House meeting with the President held yesterday evening. Subjects included Vietnam, the President's con- cern over the balance of payments situation, the President's direct interest in ensuring a maximum Government participation in Bond purchases through the Payroll Savings Plan, and Pakistan. Specifically, there is some hope that the current situation presents opportunities for major defections from the Viet Conpr_ The, tment is looking into this. The 25X6 1. DCI referred to heightened concern over the political outlook in the Dominican Republic. At the request of Higher Authority, Tom Mann is calling on the DCI today to discuss the situation. DCI directed that the Agency "go to general quarters" and be certain to do all that is pos- sible to ensure stabilization. 2. Chief, SAVA is requested to contact Walt Rostow and to relay names of U. S. civilian advisers who helped establish the stable Korean government who might be capable of doing a similar job in support of ) Ambassador Lodge in SVN.
