S. program in this field. DD/I noted a request by Bob Komer to revise the Vietnam Weekly. Komer requested that the Weekly de-emphasize military activities in Vietnam and give more coverage to political, economic, and pacification problems. Godfrey reported on the situation in the Hue area. DCI discussed the need for hourly Sitreps on Vietnam and directed that we ensure timely Agency access to all pertinent messages. (See Action 1) ADD/S reported that the cost-of-living allowance for U. S. employees in Hawaii, Alaska, Puerto Rico, and the Virgin Islands will continue. ADD/S reported on a Civil Service Commission request that the Agency detail five employees to assist in arrangements at the forthcoming civil rights conference. DCI instructed that Agency employees are not to participate directly in the arrangements for the conference or in any civil rights activities. ADD/S reported on the Savings Bond Drive. Warner reported on yesterday's Senate debate. Discussion then turned to what assistance might be rendered in analyzing the New York Times articles. (See Action 2) Bross reported that expurgated versions of the damage assessment of the New York Times articles have been forwarded to Clifford and Moyers. S. DD/S&T reported unusual communications activity on Soviet missile and space ranges. DD/P noted that AID Administrator Bell had been in touch with President Hannah of Michigan State University. Discussion ensued on the possibility of enlightening Hannah of the facts on the MSU controversy. Warner is to speak with Senator Saltonstall in view of his previous state- ments. DD/P reported on the Dominican Republic situation and that the Balaguer bandwagon is now rolling. The possibility of a Bosch pull-out was discussed. (See Action 3) Executive Director reported on the draft Executive Order prepared by the Macy-chaired task force on the use of the polygraph. He noted objection to the use of the word "approval" by the Civil Service Chairman regarding regulations concerning the use of the polygraph in employment screening, personnel investigation, and intelligence operations. After discussion, DCI instructed that our representatives are to seek the sub- stitution of the word "review" in place of "approval" and deletion of any reference to intelligence operations. DDCI referred to the briefing of Secretary McNamara on the Agency's analysis of the MIG shoot-down. ACTIONS: 2. Warner is to take an expurgated version of the damage assess- ment of the New York Times articles to Senator Symington and discuss it with him. 25X1 3.
