(See Action item 1) R. Jack Smith read extracts from a report on talks with selected university personnel and tabled copies. Osuggested, and the DCI agreed, that this matter should also be brought to the attention 25X1 of the President's Board. FitzGerald stated that he ld it wou use at a luncheon at the White House today. DCI emphasized that the individual university personnel should be protected and their names not used. (See Action item 2) The DCI noted that he had received a letter dated 13 May from John McCone concerning the New York Times articles. He requested that should Mr. McCone levy any requirements on members of the Executive Committee, they touch base with the DCI. Godfrey reviewed the current situation in Da Nang. He noted a Weeklyarticle on the political situation in Syria. Kent reported that the Agency Educational Aid Fund had made various scholarship grants. At the DDCI's request, briefed on the USIB discussions yesterday on the SIGINT collection guidance paper. (See Action item 3) Warfield noted that the Interdepartmental Seminar had visited the Agency yesterday. The DCI expressed the hope that he would be receiving his "gun" report soon. He reported that the Agency had been successful in negotiations with the Civil Service 25X1 Commission regarding the Agency use of polygraphs. The DCI said that Foster had made an interesting presentation to the Seminar at yesterday. (See Action item 4) The DDCI noted that he had received a call from Bromley Smith yesterday evening in which the latter had commended the ONE paper on future Presidential trips to Latin America. The DCI briefly reported on his visit with the Aerospace group at yesterday. ACTIONS 1. The DCI requested that a paper be prepared, possibly for Senator Symington's use, which would clarify certain points in his testimony before the Senate Foreign Relations Committee. This paper would point out that the only questions which the DCI declined to answer were those which, by law, violate his responsibility for the protection of sources and methods. (OGC in the course of the day) 2. The DCI requested that the Agency committees and the PFIAB be informed of the favorable remarks found 025X1 at various universities. (OGC by 1 June. D/NIPE to include in the Agency report to the President's Board next week. ) 3. The DCI requested that a copy of Foster's speech at yesterday be secured and he urged that consideration be given to briefing him on the information available on Soviet military planning.
