DD/I noted receipt of information from over the week- 25X1 end indicating that NSC meetings will begin to take place every two weeks or so and that the meetings will be marked by briefings on long-range problems. Godfrey reported briefly on the current situation involving the Bud- dhists in Vietnam. (See Action 1) reported that CIA. and DOD each embarked on studies this week pertaining to FE intelligence targets as they relate to the OXCART deployment issue. DD/S reported that the support conference was very beneficial. Some supply and logistics problems in connection with SEA lend themselves to recommendations and solutions which DD/S will take up with FE. de Silva reported that the team is back from SEA, where 25X1 the kits were successfully employed. ome 150 kits are being used in Vietnam now, and smaller numbers are available in Thailand and Laos. A monthly report will be submitted showing the extent of the application 25X1 of this system and the results obtained. Balaguer has since changed his mind and is back cam- paigning. DCI noted receipt of a letter from Secretary Vance requesting a SNIE in July on the reliability of Warsaw Pact forces under certain contingencies. DCI noted receipt of a cable from Tom Hughes requesting a joint CIA/DIA memo on the effects on the fighting in Vietnam of the loss of POL facilities in North Vietnam. DCI asked about the status of planning for a future U-2 program. DD/S&T explained that the Agency has submitted a request to the NRO to purchase additional U-Z's and an Agency study of export aspects to transfer these abroad is under preparation and should be ready this week. DCI noted that he intends to visit the Aberdeen Proving Ground and such a visit will be useful to Agency officers involved in ordnance matters . DCI referred to USAF planning for equipping C-130's with certain exotic counter-guerrilla gear. 2. DCI noted that his attempt to establish secure voice contact with Secretary Rusk recently was ineffective. He suggested that DD/S look into this. (DD/S - Status report by 2 June. ) 3. It was noted that U. S. policy-making officials are in frequent insecure telephone contact with the Embassy in the Dominican Republic. DCI suggested that DD/S look into this to determine what might be done to provide security. DCI wants to be advised of comments and reactions relating to last week's meetings of the PFIAB. (D/DCI/NIPE) 5. DCI suggested that DD/S&T arrange for a monthly publication of an accessions list or catalogue of all scientific intelligence publica- tions issued. Such a list will be of use not only internally within the Agency but to the DOD DD/R&E as well. (DD/S&T - Status report by 2 June) 6. Recent Soviet charges of CIA work in connection with the visit of U. S. railroad officials to the Soviet Union were noted. DD/I and DD/P officials are to confer on the implications of these charges and are to develop plans to undercut the effects of such Soviet charges in the future.
