He 25X1 25X1 ADD/I reported on the situation inu and following a dis- 25X1 cussion the Executive Director asked for a report tomorrow morning on the details of 25X1 Godfrey mentioned that the chiefs of state conference in Manila has been postponed to 28 October. He said that the paper Secretary McNamara had requested on Communist views on negotiation for Vietnam is ready but that he feels the Director might wish to approve it. Executive Director agreed. Carver mentioned that interdepartmental discussions on the Secre- tary of Defense's proposals to reorganize the pacification program in Vietnam will be taking place this week. In reply to a question from the Executive Director, Carver thought that the decision on whether the pacification czar will be civilian or military will depend on the firm- ness of the State Department position. Executive Director said that he had not yet met Bacalis and that he would like to do so. ADD/P discussed the problem of security in connection with the President's trip to the Philippines. He reported Executive Director reported that he and Warner had discussed the Agency's legislative package with Darden. He briefed on a dilemma facing the Agency in regard to funding for FY 67. Executive Director said that it appears Admiral Taylor will enter on duty a week from today. He noted that the Director had told Admiral Taylor that he wished him to begin by getting thoroughly briefed on the Agency's functions and operations.
