Morning Meeting of 4 November 1966
of OEL gave a briefing on electronic countermeasures
developed by the Agency which are now in use in the Vietnam war.
DD/I tabled an intelligence study on Soviet military aid to India
which he described as indicative of the competence and dedication
characteristic of ORR. He noted the distribution to the Defense Depart-
ment and suggested that copies be sent with covering letters to the
seventh floor of the State Department. The Director agreed.
Godfrey called attention to the fact that Monday, 7 November, is
the forty-ninth anniversary of the Russian Revolution. He noted a
report from who recently visited Hanoi.
Kent reported that the sanitization of those portions of NIE 11-8
which McCloy wished to pass to has been com- 25X6
pleted and that the paper is on its way.
DD/S said that he will be getting out a notice in connection with the
White House directive on administrative leave to vote in next Tuesday's
elections.
Houston reported on a session with Kent and the International
Fellows from Columbia University. The questions were good, and
the atmosphere, friendly.
Bross reported that Ambassador Murphy was insistent on written
presentations concerning intelligence gaps and deficiencies in Latin
America. The Director said that he will speak with the Chairman of
PFIAB at a later date about the possibility of avoiding further written
presentations.
Duckett called attention to a Soviet news agency announcement
describing certain aspects' of a space test which was configured to

examine the feasibility of guided flight in the ionosphere. He men-
tioned an Agency report of 5 January 1966 in connection with the
recent Chinese test.
DDCI noted that he has almost completed his schedule of briefings.
The Director discussed his meeting with Ambassador Rivkin. (See
Action 1)

The Director noted a memorandum on the DD/I's procedures for
backstopping items on the 303 agenda. DD/I described the careful con-
trol of such papers and assured the Director that, should there be
anything of note, it would be called to the DD/P's attention and sent
to both the Director and the DDCI.
The Director discussed the Agency's support for the President's
Asian trip, and Bross noted that this subject is now on the PFIAB
agenda. (See Action 2)
ACTIONS:
1. The Director asked DD/I to examine the procedures for briefing
outgoing ambassadors with a view, to determining what improvements
could be effected. (DD/I by 14 November)
2. The Director asked Bross to make sure that the subject of the
new covers for Agency publications is included on the PFIAB agenda.
