Approved For Release 2008/03/03: CIA-RDP80B01676R001500080020-4 -aw MEMORANDUM FOR THE RECORD Morning Meeting of 1 December 1966 ADD/I noted that a State cable from Ottawa, previously called to his attention by the Director, had indicated Admiral Sharp for distribu- tion. Godfrey said that there are no problems with the Watch Report for USIB today and that, inasmuch as he is scheduled to speak to the NIS, he proposed to have a substitute sponsor. Godfrey told the DDCI that the North Korean military communica- tions stand-down appears to be terminating. He called attention to the New York Times coverage of Prime Minister Wilson's speech to the English-speaking Union yesterday. Kent said that he has a limited number of copies of NIE 11-3 in proof, that the published version will be ready Friday, and that a Top Secret edition is in the works. He explained the background of a paper concerning "the view"from Hanoi. The Director felt the distribution is sufficient. Carver reported on a cable from Saigon, and the Director asked that Carver include Generals Wheeler and Greene for distribution of his pacification activity measurement report. Warner reported on the briefing for Congressman Reid yesterday and noted that Congressman Bates would like a general briefing tomor- row morning. (See Action 1) Warner noted that he discussed the Agency's handling of the Chinese ABM problem with Philip Kelleher yesterday and that there were no problems. In reply to a question Warner said he has not yet been able to contact Senator Fulbright but that he will try again today. Chamberlain noted that John Foster has the CIA projection of the ChiCom advanced weapons program in hand In reply to a question ADD/I said that he has not yet been able to clarify satisfactorily the Director's question concerning Soviet MIRV's. The Director suggested that the DDCI call John Foster on this matter. 25X1 25X1 DD/P noted the manner in which votes were tabulated in 25X1 the election of He called attention to an outgoing cable to Saigon on Station activities. DD/P discussed a concept of funding relief in certain specific intelligence collection activities. The Director agreed that this concept is worth examination and asked for a broader review before taking action. DDCI discussed a potential applicant for employment with the Agency. The Director reported on his meeting with the Joint Chiefs yester- day, commenting in particular on NIE 11-3, requirements and collection problems, the ABM question, the OXCART/SR-71 assessment, and Jordan. The Director said that he had informed Tom Ross that it would be inappropriate for Agency personnel to discuss Ross's book on foreign intelligence services. He asked the Executive Committee members to pass on the substance of his views. 1.
