DD/I announced that the updated assessment of ROLLING THUNDER will be ready this afternoon and discussed the distribu- tion. It was agreed that Under Secretary Katzenbach, Unger, Gen- erals Johnson, McConnell, and Greene, and Moyers' office in the White House will be added to the previously established distribution list. Godfrey noted anomalies in the storage of cruise missiles in Cuba. DD/I called attention to the number of sizable Soviet arms shipments to Cuba this year. The Director asked both the DD/I and the DD/P to keep a close watch on the movement of missiles in Cuba. Godfrey discussed contradictory news reports on the Kent reported that'he again called General Lemley, who arranged for a briefing to be given at Headquarters today. The Director re- minded that he expects a paper on this subject. DD/S reported that the FBI is providing the Agenc with timely reports on student demonstrations which are of value toin carrying out recruitment activities. Carver noted actions taken last night in connection with the assas- sination of Tran Van Van and a cable from George Allen on pacification evaluation at the hamlet level. Carver discussed a memorandum from Bob Komer on Ambassador Porter's urgent request for 25X1 Houston called attention to a, complimentary article on CIA in the Young Catholic Messenger. Kent questioned whether the work of this study group might impinge on the Cambodian Estimate, which is now in prepa- ration and is scheduled for completion on 12 January. The Director noted tnat Ambassador Thompson might be discussing the Soviet ABM program with Ambassador Dobrynin at lunch today. (See Action 3) ACTIONS: 1. The Director asked Carver to staff out and draft a response for his signature to Komer's memorandum on the need for personnel in the South Vietnam pacification program.
