7AL Approved For Release 2008/03/03: CIA-RDP80B01676R001500080002-4 29 December 1966 MEMORANDUM FOR THE RECORD / Morning Meeting of 29 December 1966 ADD/I said that, in anticipation of a formal request, he is developing a program of PI orientation Kent briefed on Stoertz's meeting with Ambassador Thompson yesterday afternoon. DDCI said that it would be useful for Ambassador Thompson to understand our intelligence requirements on the Soviet ABM program. DD/S reported that the Office of Security has studied the demon- strations and picketing in connection with Agency recruitment on the campuses and has found no evidence that these activities were centrally organized. DDCI said that such suggestions should have the Director's concurrence. for Earman noted that he will meet with DIA representa- tives this afternoon concerning a forthcoming DIA overseas inspection. Chamberlain for A-DD/S&T reported that, in accordance with an SOP approved by the Director, he informed the AEC that the Agency U. S. nuclear submarine. Following a discussion he said that he would check on the degree of coordination with the Navy. DD/P reported the 'proposed appearance before the Senate Internal Security Subcommittee of He called 25X1 attention to countryside reports from Agency personne in South Vietnam. DDCI felt that the DD/I should be on the distribution for these reports. Executive Director inquired about the status of the Agency's response to Komer for a list of twenty possible officers to serve in the pacification program. Carver said that the list was forwarded to Ambassador Porter, who presumably will comment after reviewing all submissions. Executive Director initiated a discussion on the possibility of providing guidance to Agency personnel attending non-Agency schools on what kinds of projects they might suitably become engaged in. In the course of the discussion the DDCI opined that any information acquired by virtue of an individual's employment in CIA has the same status as an invention which he might develop at the Agency's behest. Personnel should therefore submit their theses for clearance before they are turned in and should indeed inform the Agency of the subject matter in order to obtain approval in advance. He felt that Agency approval for specific projects would have to be decided on an ad hoc basis. Executive Director proposes to ask the Director of Training to include on his checklist for briefing Agency officers prior to outside training a notation to alert these officers to the need for Agency clearance of their individual projects. ie 25X1 Approved For Release 2008/03/03: CIA-RDP80BO1676R001500080002-4
