Approved For Release 2008/03/03: CIA-RDP80B01676R001500070077-3 MEMORANDUM FOR THE RECORD Morning Meeting of 3 June 1966 LEG25X1 DD/I tabled copies of a pamphlet on communica- tions between people. The Agency received 500 copies of this pamphlet, and they will be made available to all components. DD/I gave to DCI a memo on the status of DOD guideline planning for ship construction. The subject is still being analyzed and the report will not be ready until October of this year. Godfrey reported that General Carroll yesterday requested a special meeting of the joint CIA/DIA working group which periodically looks into the question of strategic weapons in Cuba. The purpose of the meeting yesterday was to examine the alert status of Cuban armed forces. The report issued by the working group noted that the alert has been relaxed. noted that General Carroll has also asked for a special Watch Committee meeting, which will take place today. Kent suggested that the joint working group include in its terms of reference a periodic look at the likelihood of Cuban action to use SAM's against overflying U-2's. Godfrey reported on current news pertaining to the purge under way in Communist China. Peng Chen's departure from the scene will have ramifications and effects running through the entire bureaucracy. (See Action 1) Godfrey reported briefly on the Vietnam situation. His remarks were supplemented by de Silva. noted that a book is about to be published by David Kahn en- titled The Codebreakers. MacMillan and Company is the publisher. The book has been examined by the SIGINT Committee. It is well documented and based on previous leaks and overt information. It is not likely to do harm in terms of what it tells our opposition but will no doubt be harmful to U. S. interests when read in less developed countries abroad. DD/S reported that corrective action has been taken on the faulty in the Office of the Director and that word has been passed to other agencies in the Community to avoid certain technical problems in dealing with these telephones. In answer to DCI's inquiry, Houston said he thought the budget session with the Mahon committee had completed the necessary budget action in the House. Houston noted that neither the Washington Post nor the New York Times had picked up Senator Symington's statement yesterday taking issue with recent erroneous public assertions about Agency operations. DCI asked Houston if there were any new developments in connection with litigation involving the Agency. His answer was in the negative. Houston explained that there is a current issue concerning and an inquiry we have received from Customs. We are discussing the matter with the Department of Justice. Bross reported that a DOD task force under a Brigadier General has returned from an on-the-scene visit to South Vietnam looking into the 12 May shootdown of a MIG said by Peking to have occurred over Communist China. The report concludes that U. S. aircraft did in fact penetrate Communist China air space but that the actual shootdown straddled the border and could not be pinpointed. The JCS disseminated the report yesterday to the Chairman of PFIAB, internally within the Pentagon, and later in the day approved dissemination of a copy to CIA. It was agreed that DD/I will analyze the JCS report and advise the DCI of its views. DD/S&T said he was sending forward to the DCI an accessions list of DD/S&T intelligence publications. DD/P observed that the results of the Dominican election add up to a "total vindication" of U. S. policies instituted a year ago. 1. With respect to the purges in Communist China, DD/I is to ensure that special reports for special dissemination to the PFIAB, State, Defense, and the White House are issued as frequently and as timely as circumstances and developments warrant.
