Morning Meeting of 7 June 1966
of OCI gave a background briefing on Mali.
ADD/I noted the names of ~ who were
helpful in seeing to it that the Agency received several hundred copies
of a booklet on semantics. A thank-you letter for the DCI's signature
will be prepared.
Godfrey tabled a memorandum on Haiti dealing in particular with
the currently reported
Godfrey briefed on the situation in Vietnam and noted that Secretary
Rusk intends a trip to the Far East the last two weeks of this month. 25X1
DD/S reported that one result of the recent_Support Conference
is progress being made to develop a better planning base and accounting
procedures, particularly as they relate to Agency support for SEA opera-
tions. The improvements will take place through FY 67.
de Silva noted a New York Times article yesterday pertaining to the
use of bedbugs in Vietnam.
Houston noted that the Latin American Subcommittee of the Senate
Foreign Relations Committee has requested State and CIA to appear and
brief on Cuba next week. The subcommittee is chaired by Senator Morse.
Deputy Assistant Secretary Robert Sayre of State will attend. It was
agreed that DD/I or ADD/I would provide CIA attendance.
Houston reported that Senator Russell has asked us for answers to
certain questions he had about Cuba. Answers are in the course of being
provided.

In answer to DCI's inquiry Houston said that no new information has
been acquired on the status of the McCarthy resolution in the Senate.
In answer to DCI's inquiry Houston said there were no new develop-
ments in the case. DCI reminded Houston of the need to
proceed with appropriate investigations of
DD/P noted that Jorgensen has returned from Saigon and before
going on home leave will be available for discussions with Agency officials.
Arrangements can be made through the FE Division.
DD/P noted that Leonard Marks of USIA is likely to reclama an
Agency letter suggesting that a new interagency working group on psy-
chological operations not be established.
DCI reported that he had been briefed again this morning on jungle
bombs being employed in Vietnam.

DCI asked about the backgrounds of the ten new members of the ruling
group in Saigon. It was noted that a DD/I memorandum had been prepared
on this subject and issued yesterday.
DCI initiated a discussion of the Soviet ABM program and the sizable
intelligence problem confronting us in determining the extent and nature
of the Soviet program.
