MEMORANDUM FOR THE RECORD
Morning Meeting of 14 June 1966
of FUMSAC gave a briefing on Soviet planetary and lunar
programs since 1960.
R. Jack Smith reported on a meeting of the Latin American
Subcommittee of Senator Morse which he had attended yesterday. He noted
receipt of a letter from Bob Komer which indicated the latterts favorable
reaction to the new format for the Vietnam Weekly report. 25X1
Kent reported on a call from Mrs. Wisner in which she indicated
that she was going to give a substantial sum to the Educational Aid Fund.
In response to a question from the DCI, deSilva expressed his
opinion that there would be an increasing number of altars on the streets
in Saigon over the next few days.
Earman noted receipt of a letter from the Chairman of the Equal
Opportunity Office regarding an item which had appeared in the Washington
Post recently on the question of whether the Agency used females for
espionage work.
Houston noted that a New York Congressman would be giving a
speech which was critical of the Agency's position in the Heine vs. Raus
case, He reported that Senator Russell had agreed with Darden that the
Marvin Kalb report on Peer deSilva's paper was distorted. L stly, he
noted that Senator Fulbright had sought the DCI's views on his proposed
resolution for a Congressional Committee on CIA. The DCI ave sugges-
tions as to how his response might be handled.

Wheelon reported that the third~is still under review within
the intelligence community. He briefed the DCI on the status of the JAEIC
report which will be coming to USIB on the question of classification of
that Committee's statements on nuclear events. He noted that he had
received a call from Hornig's office on the question of 25X1
It was agreed that Mr. Bannerman would 25X1
undertake to resolve this matter.
The Executive Director noted a White House request
The Executive Director also noted receipt of
two letters to the DCI which commended the Agency's support. The first
was from the Superintendent of the United States Military Academy, and
the second was from Ambassador Kidder of the Interdepartmental Seminar.
Lastly, the Executive Director noted that while CIA had been exempted
from reporting to the Civil Service Commission on the financial position
of supergrades, this matter would be handled internally with the primary
responsibility lying with the General Counsel.
The DDCI noted that he had received a letter from U. Alexis
Johnson which reported the Department's position on the question of
classification of satellite photography.
1. The DCI would like to know if Rostow has read the joint DIA -
CIA study on the possible effects of bombing Haiphong. (DDI in the 0 N
course of the day)
