Jack Smith reported that the memorandum on Trade Controls with Communist China had been sent to Frank Hand for Vance. He stated that the DDI memo on the ChiCom leadership will be printed tomorrow. Lastly, he noted that a paper on the Ryukyu Islands, which had been requested by Hays Redmon of the White House, had been completed. DCI suggested to Kent that BNE review the possible effect of a BlackShield deployment in light of the current political situation in China. Godfrey noted the developing military situation in Hue. Kent initiated a discussion of the possible /probable Soviet develop- ment of a Polaris -type submarine. This question will be raised at the 25X1 USIB meeting when the Main Trends of Soviet Military Policy is discussed. Bannerman reported that the use of a purposes is far from perfection, but that the Agency will continue its research in this field. He noted receipt of a letter from Congressman Grider of Tennessee which is complimentary of OGC and Personnel for the handling of an applicant. deSilva said he believes that developments in Hue may effect a showdown over the weekend. He noted that he will be going to Wellesley College tomorrow to talk to a group which is under the sponsorship of IDA. The DCI indicated his continued concern at the loss of U. S. military aircraft in Vietnam. Wheelon reported that the item on BlackShield deployment had been deferred from the 303 Committee meeting this afternoon. He reported that CIA was in fact not responsible for the denial of visas to s had been alleged to Hornig in the White House by the State Department. Lastly, he noted that Hyland would be coming over next week for a look at the ABM problem. The DCI suggested that might be a useful member of this panel.
