Godfrey reported on recent Chicom statements pertaining to the bombing of the POL facilities in NVN. The latest statement is much less strident than earlier commentaries. DDP noted that the earlier statement contained a threat against Laos and it was agreed that this should be watched. Godfrey noted growing evidence that a Plenum meeting is upcoming in Moscow. The Senate resolution concerning CIA is scheduled for 14 July. DDP noted a current news story to the effect that Ambassador Lorry is heading a group examining U. S. policy of aid to African States. The DCI noted a current NY Times story of trouble between the USSR and Rumania. This led to a discussion of the current relation- ship between these two countries. DCI said that he had discussed with Secretary Ball late last week an arrangement to permit the of the without making this a precedent for an SOP. (See Action 6) DCI noted a letter he had received from expressing concern about publication of the forthcoming book, "The Codebreakers. " A copy has been made available to General Carter. DCI askedOto study the letter and draft a response. 1. DCI requested that DDS make all possible efforts to "tidy up" and complete arrangements for acquisition o_property for Agency25X1 use. 2. DCI requested that the Agency develop specific questions for USN use in debriefing the captured NVN PT boat crew members. OGC is requested to obtain a copy of the transcript of the hearings of the Senate committee looking into foreign research. OGC is requested to study the transcript and advise on the implications. DCI requested that JAEIC meet to develop a global policy in connection with the merits and manner of passing word to third countries about foreign nuclear events.
