The Director described the background of the letter to the St. Louis
newspaper which resulted in yesterday's Congressional reaction.
Proctor reported on an answer given to an inquiry about the status
of India's nuclear programs. The inquiry has led to the levying of
some fresh intelligence requirements.
Godfrey briefed on the troubles and disorders in Nigeria and the
Congo. He noted that Gomulka is in Rumania, and he and DD/S&T
briefed on the U-2 lost yesterday in the course of a routine reconnais-
sance mission over Cuba.
DD/S reported that he attended a White House meeting yesterday on
the Savings Bond Campaign. He also noted that the National Safety
Council has given one of its top awards to Southern Air Transport.

Washington and the Saigon embassy concerning forthcoming elections in
Vietnam.
Houston reported that the Central Bar Association, which sponsors
a summer job program, advises that ten of those being sponsored are
interested in Agency employment. Houston will meet with them.

Director will appear this afternoon.
DD/S&T noted that U. Alexis Johnson had speculated recently as to
whether OXCART might be employed over Cuba.

DD/P noted receipt of a report from n the effective- 25X1
ness of the war in northern Laos in recent months. Suggestion was
that this serve as an annex in the forthcoming issue of the President's
Daily Brief.
DD/P noted that the Deputy Chief of Station in Saigon, who is now
on home leave here, may not for medical reasons be able to return.
25X1 0 noted that the Director and the Executive Director had a
good session with our House subcommittee in discussing our legisla-
tive proposals yesterday.
The Director gave to DD/P the official minute of the recent White
House meeting on Panama.
The Director said he would be lunching today with Deputy Under
Secretary of State Bill Crockett. There was a discussion of various
topics worth raising.
