The DDI requested guidance from the Director on the question
of working out with DIA a study on the probable effects of mining
Haiphong Harbor. He noted that agreement had been reached with
DIA on basic numbers, but that their analyses tend to be different.
The Director stated that the Agency should continue to do its best
to agree on basic numbers, but where analyses differed, the Agency
should develop its own position.
oted that he had a memorandum for the Director's
signature to Rostow on the OXCART deployment as well as a book
on a planned mission.
The DDS noted an inadvertent change in Civil Service ruling on
contract personnel. He noted that the Agency had raised this with
the Commission and the latter had stated that they would entertain
a request from the Agency.
