The Director was on the DD/I informed the group of a proposal to send letters to those universities where Agency personnel will study on a full-time basis. Generally, the letters would be sent to department heads and signed by the Director of Training. The letters would identify the students as Agency officers and would state the reasons why they will undergo training at the university. DD/I requested the group to comment on DD /I will formally submit the proposal to the Executive Director in 25X1 25X1 25X1 Godfrey reported tha Souphanouvong was killed in July. He noted that, although this report cannot be corrobo- rated, we have had no other reports of Souphanouvong's activities for some time now. He also reported that the situation in the Congo appears to be quieting down, perhaps only temporarily. Godfrey noted that Dan Kurzman's article in this morning's Wash- ington Post regarding Balaguer comes to the opposite conclusion reached in the Agency's assessment. DD/P noted that the Post ran an editorial yesterday which supported the intervention by the U. Duckett reported that the Director had informed him of a request by Rostow for a summary of the Soviet ABM issue. It is possible that this request relates to State Department consideration of an interna- tional conference on ABM's. Duckett reported that was suc - cessful. Duckett stated that a letter has been received from John Foster, Department of Defense DDR&E, requesting that a panel be convened to review the evidence relating to the Executive Director briefed the group on the highlights of yester- day's Russell committee hearing on the He noted that some of the questions asked by the committee will probably be brought up again when the CIA portion of the budget is considered. Executive Director noted that the press accounts of Senator Ervin's bill on invasion of privacy indicate that the Agency may be included.
