Morning Meeting of 15 August 1966
DD/I noted that this week's report of Task Force I p s 25X1
negative. However, he noted one item of interest, possibly relating
to the construction of POL storage facilities.
DD/I recommended for the Director's reading a memorandum by
OCI on Communist insurgency in Thailand.
reported that U. S. aircraft had recently attacked a barge
loaded with POL which had been transferred from a Soviet tanker near
Haiphong. He noted that this off-loading procedure may indicate that
the North Vietnamese are having serious POL difficulties.
noted that representatives of the Bureau of the Budget
will attend the Executive Committee meeting on the NRO budget. He
said that the BOB had gotten DOD approval to do so and had attended
last year's meeting as well. suggested that the Director dis- 25X1
cuss this matter with Deputy Secretary Vance. The Director agreed.
noted that there had been a delay in the IDEALIST mission
noted a cable from Ambassador Lodge on the success of
the pacification program and recommended it for the Director's reading.
Duckett reported that ucket of the CORONA mission had
been recovered and that aunch is scheduled for tomorrow.
Duckett reported on his recent meeting with the President's Science
Advisory Committee, which is now reviewing the project. He also 25X1
reported that he would meet today with John Foster, DDR&E, to discuss

The Director instructed ONE to distribute the memorandum which
had been prepared on the debit side of the end of the confrontation be-
tween Indonesia and Malaysia.
The Director noted that Rostow is on leave and that during his
absence Bromley Smith will handle his affairs.
