Approved For Release 2008/03/03: CIA-RDP80B01676R001500070024-1 25X1 24 August 1966 Morning Meeting of 24 August 1966 DD/I noted that of ORR continues to receive 25X1 kudos, this time from Congressman Hale Boggs, for the good work and support provided to the Joint Economic Committee on Communist economic developments. DD/I reported that a memorandum had been prepared which reviews the Harrison Salisbury articles on China that appeared in the New York Times. The articles are good and generally correct in their assessment of the situation in China but there are some points of oversimplification or overstatement. The Director asked that the memorandum be reviewed by ONE and given to him during the course of the morning for possible dissemination to the White House. DD/I reported that the report 25X1 on the views of the North Vietnamese Political Counselor 25X1 concerning the effects of bombing on Hanoi had been reviewed care- fully. He noted that it is generally correct but is in error on many specifics. The Director stated that this is the sort of report which creates a good deal of interest around town and asked DD/I to con- sider the feasibility of disseminating the critique to certain individuals outside the Agency. Abbot Smith stated that Assistant Secretary of African Affairs Joseph Palmer will visit the Agency tomorrow, and that Ambassador Reischauer will meet with the Board of National Estimates this after- noon. Abbot Smith reported that the current review of captured docu- ments on Viet Cong personnel strengths indicates that existing esti- mates may be low. He stated that he intends to write General Carroll of DIA, asking him to urge MACV to review its estimates. DD/S noted that the Military Subcommittee of the Government Operations Committee will hold hearings next week. Staff members of the subcommittee have been briefed on the Agency's role in communica- tions and have agreed not to publicize it. There was some discussion of yes- terday's showing of the Agency film on the PAT program. The Director requested that when the final version of the film is avail- able, Komer, Unger, and others should be invited to view it and make use of it. The Director also stated that consideration should be given to producing other "low-key" movies on Agency activities. Earman stated that the DLA IG has just returned from a trip Warner reported that Senator Proxmire will be briefed by Bill Morell and others from ORR on Friday. The Senate Preparedness Subcommittee will be available for its briefing by the Director after Labor Day. Warner noted that Congressmen Rivers and Bates probably will be available to meet with the Director on Friday. The Director said that he plans to meet with Congressman Mahon next week. Among other things, the BOB agreed to postpone the study on the CAT complex The Director stated that he wants a pre-USIB briefing today and is particularly interested in discussing the item on NSAM 156.
