Morning Meeting of 1 September 1966
The Director noted that Senator Fulbright expressed an interest
in reviewing U. S. activities in He requested the DD/P to
assign a man on a full-time basis to staff out the Agency's interests
in this matter.
DD/I reported that he has prepared an outline for a briefing on
the economic considerations of the Soviet space pro ram to be given
to James Webb, Administrator of NASA. of ORR is to
discuss the outline with Webb and to prepare a formal briefing for
him.
Warfield reported that holders of UBLIC policies will be given
the option to acquire an additional coverage of $1000 for their de-
pendents at a small increase in the premium.
Carver noted that a recently captured document, not yet evaluated,
discloses North Vietnamese plans for increased military involvement
in South Vietnam.
Warner noted that Dr. Wheelon briefed Senators Anderson and
Smith yesterday. DD/S&T stated that the senators, among other
things, were particularly interested in the moon race and
Bross reported that Alain Enthoven is preparing to launch a
cost-effectiveness analysis of the NRP. Bross indicated that Enthoven
probably will assign the study to Herb Bennington and that Enthoven
and Bross will then jointly review it.

INR entitled "Symptoms of Dissidence in the Soviet Leadership?"

The Director informed the group that he is pleased with the
new covers for Agency intelligence publications which were designed
