ADD/I noted Soviet press coverage on the alleged use of United States tourists in the USSR for intelligence activities. The Director said that he would introduce the Agency people present during the course of the dinner. DD/S described the Office of Personnel's new skills bank program which is intended to speed and facilitate the screening of new applicants by the Directorates. DD/S&T said that a comprehensive study on the ECM equipment and tactics used by the Chinese Communists in a recent TACKLE flight had been completed. The Director asked for a summary. DD/S&T said that, after examining the problem, he saw no need to set up a basic sciences panel. The Director agreed. DD/S&T said that his stay at the Agency had been an extraordinary chapter in his career and that he was grateful to all present. The Director noted that Admiral Taylor will probably not be available for duty before the end of the first week in October. He reported that the Agency had spent five hours of intensive briefing before the Russell committee, that the presentation had been excel- lent, but that the Agency must anticipate a tight budget for 1968. The Director expressed concern at the slippery quality of the surface of the new road at Headquarters. The Director noted that Senator McGovern had breakfasted at Headquarters this morning. The Director extended his best wishes to the DD/S&T and wished him good luck.
