MEMORANDUM FOR THE RECORD Morning Meeting of 1 December 1965 In connection with the above, Cline noted that the DDI had maintained a research staff on China for the past 10 years. He also reported that Secretary Rusk had reviewed the National Policy Paper Program which is to continue, but with emphasis on countries which are of major importance to the U. S. R.J. Smith noted the article in the New York Times on Bloc aid to North Vietnam which initiated a discussion as to the possible source. DDP will cable for any additional information they might have.
