The briefing covered a report from on its
views toward the United States and desire for our presence in Southeast
Asia as well, as additional trade;
the cabinet situation in Vietnam;
extension of tours of duty of the Chinese military services;
the assassination of the Burundi premier by an employee of th
U. S. Embassy;;
Air America's reporting an 90 trucks in Laos as well as seaports
0 trucks eastbound and 36 westbound an route 12;
the three Soviet W-class submarines ostensibly bound for Indonesia
are now no longer acting "in transit" in the Taiwan Straits:

The DD/P reported that the assassin of the Burundi premier allegedly
confessed that he did it because he was afraid the Rwandi refugees were
to be thrown out. He claimed three accomplices, all known left-
also reported that Kenya, Uganda and Tanzania have reaffirmed
cy of aiding the Congolese rebels.
He noted additional reporting from Indonesia. that tends to confirm
the earlier two reports from

The General Counsel reported that the Senate Foreign Relations
Committee would like a briefing on the Russian posture by the Director
next Monday, Tuesday or Wednesday. This evoked a comment by
Dr. Kent that the previous briefing should be corrected for some deviations
from Estimates. (The staff strongly urges that the briefing be set for
Tuesday to avoid weekend work. )
The Executive Director reported that the President's Board will
meet February 4th and Sth, and that the DCI is now scheduled to appear
at 3:00 p. m. on February 4th and has indicated he wants to cover:
(1) the briefing on the Soviet military posture that he gave the Russell
committee; (2) the NRCJ; (3) the role of the DCI. He noted that Dr. Kent
and Mr. Bross are both preparing papers on the role of the DCI and
suggested they be available at an early date.
