1. This is to assign responsibility for the preparation of
a review of our collection facilities for Cuba in anticipation of
a possible U-2 shootdown. I know that most of the work has
been done but I think we must take a new look at the problem
in the light of a possible shootdown after the November elections
and where do we go from there?
2. 1 am thinking only of alternate collection facilities such
as drones, OXCART, aerial reconnaissance in force, negotiations
of on-site inspections, clandestine collections, etc.
3. Responsibility is assigned to you and to coordinate with
DD/S&T and DD/P.
