Approved ForW ase 2003/08/25: CIA-RDP80BO167#01400050020-2 2 October 1964 The I orlorablee Brockway .ictyillan .:Mrector, National Reconnaissance Office )epart.nent of Defense shington, a. C. This replies to your letter of Septen-fiber 30th recommending the establish lent of a small comr :itteo to look into the radar cross section of the OXCART airplane. 25 in.view of the importance of this study, I am making t 1r. John ='arangosky. the Deputy for Technology in the t fficee of Special Activi- s v.hich is responsible for grogram 13, available on a full-time basis e committee to handle all the detailed arrangements for travel and meetings. kv, r. -'arangosky is thoroughly familiar with all of the prior studies on this matter as well as with the - personnel tnv0-1V-ad 25 should therefore not be necessary to assign an additional member from the NAO Staff to make these arrangerneats and otherwise service the corn mittee. If the need for military aircraft should arise, and certainly this would be a great convenience, it would be -Host helpful if you could lay one on. I don't know how you are fixed for travel funds in the NkC budget but if this is any problem at all, we can fund it within NRU funds already made available to the Agency or froo Agency funds direct. 25 Approved For Release 2003/08/25 CIA-RDP80BOl676RO0 Approved Fo elease 2003/08/25: CIA-RDP80B01 001400050020-2 I consider it preferable to limit the scope of the committee to the four questions you enumerated in your letter and to the overall problem of radar cross section and improvements therein. This is one facet of the overall problem of vulnerability in which members of the committees are recognized experts. The many other facets such as enemy air. defense deployments, operational planning for missions, deception procedures before and during missions, electronic cosr- measures, and additional factors not listed which make up a total vulnerability study, should not be charged to this committee. however, they should have available any and all reviews on the radar cross sec- tion problem that are available from all the agencies and contractors who have a band in this problem, should render a written report to you as Director, NRO, with copies to NI r. Vance and M r. McCone. Faithfully yours, / sl Pat Marshall S. Carter Lteuteuaut General.
