MEMORANDUM FOR THE II RECTOR
1. The President's Board has asked you to discuss the current
status of the National Reconnaissance Plan.
2. It is my recommendation that you avoid at least initially,
and entirely unless the Board itself brings the matter up, the problems
you are having with the Department of Defense. I recommend that you
tell the Board that at their last meeting you informed them of the
built-in scientific and technical competence you had been developing
over the past two years and that this conformed to one of their major
recommendations. (You will remember briefing them in depth`on
this matter. )
3. I then propose that you tell them that you wish to bring them
up to date on four current projects which are in train within the Agency
and which have been thought up and developed by this in-house competence
you would then briefly discuss and
the--all as covered in the notes Dr.
Wheelon prepared for you.
4. This would be a totally objective status report on these
major research and development projects. You might well be asked
the question whether these are under NRO aegis or not. You are up to
date on this matter and I do not think need any further information.
However, this question could well lead to the type of discussion that
would bring out most all of the problems that we presently have with
Vance, McMillan, and Fubini -- I am sure you need no briefing on
this.
