Dear Dr. Baker: Confirming my conversation with you at our meeting yesterday, I consider that the time available to the Central Intelligence Agency to meet with the Panel was inadequate to explore and clarify the present role which we play in the National Reconnaissance Program, and to explain the deep concern we have for the present pattern of operation of the National Reconnaissance Office itself. afore request that the Central Intelligence Agency be heard again and in greater depth by the Panel.
