I am concerned about reports of deteriorating coordination
relationships between the Directorate of Intelligence and the
Directorate of Science and Technology.
I remind you that the Interface Agreement of 30 October 1963
and the . xecuttive Director's memorandum of 21 April 1964 on the
Collection Guidance Staff are comes nd documents which establish
guidelines as to how relations are to be governed between the two
organizations. These documents can be effective only if both sides
undertake to Implement them with objectivity and in the best inter-
ests of the Agency as a whole.
I expect both of you to exert your nnaximum leadership capa-
bilities to ensure that relations between your two Directorates are
of the highest and most effective order.
