I continue to be irked at the fact that we are unable to have a summer employment program, and particularly at the phraseology of the Civil. Service Commission regulation which prevents it. 2. I feel the need for going on record to the Civil Service Cora.- mission and I want you to prepare a letter for my signature which will state my feelings. 3. 1 think, repeat think, I Brant to tell them that even though our legislation doesn't require it, our personnel policies generally conform to theirs, and that in the main we have found such policies extremely helpful in guiding our personnel activities. that their ruling about summer employment of dependents of employees has been conformed to this year even though it has seriously disturbed our normal operations and required considerable readjustment in our summer personnel practices -- that because of security considerations of obtaining clearances the summer program that we have previously had is an entirely different category than those in most other agencies of the Government -- that Agency employees are a small group of especially cohesive individuals dedicated to a single purpose and that we specifically encourage qualified dependents to take up a full career in the Agency and we do our best to recruit qualified dependents of all career employees - that, accordingly, while we have conformed to the Civil Service regulations in this regard for this summer since we understand from the regulation it was applicable only for this summer, we urge that the regulation not be continued for the future. I may also want to sound a clarion call that in the event it is continued in the future the Agency will find it unable to comply. 4. Please build me up a draft and coordinate informally with ST Larry Houston, John Bross, and Marshall S. Carter Lieuteeaant General.
