MEMORANDUM FOR: Mr. R. Jack Smith
The attached was dictated off the top of my head. It
may be too wordy and too precise for the Checklist or for
the Weekly Presidential Review. On the other hand, it gives
a better thrust, to my mind, than the Checklist draft that I
vetoed last night. Please have my draft checked out with
nd then determine from the Director whether
or not he wishes it, or something similar, put in the Checklist,
the Weekly Presidential Review, or an expanded version in a
memorandum to be sent to Rusk, McNamara, Mac Bundy, and
the President.
