On 22 June I journeyed to St. Louis, Missouri, and spent an hour and a half with Jenkin Lloyd Jones, a close personal friend and editor and publisher of the Tulsa Tribune. After the usual amenities, since I had not seen him for about six months, and checking on each other's families, I discussed in depth the new book, "The Invisible Government, "along the lines of all of our previous memoranda prepared by Sherm Kent, Chretien, and others. I told him in detail of the conver- sations that Mr. McCone and I have had with the publishers and the authors from August 1963 to date. I told hirn the numbers of inaccuracies and security concerns that we had. I then gave him a detailed explanation of all of the checks and balances under which the Central Intelligence Agency operates, to include our in-house procedures for clearance of covert actions by me and the Director, actions of the Special Group (5412), the Bureau of the Budget, our Congressional subcommittees, the President's Foreign Intelligence Advisory Board and, finally, the President himself. At his request I subsequently furnished him the make-up of our Congressional subcommittees. I then told him of the activities of the Soviet Disinformation Bureau and explained in detail how neatly a book of this type assisted that Bureau. 2. Mr. Jones was intensely interested in the whole matter and asked a number of highly intelligent questions. He of course made no commitments as to what line of action he might pursue but I am inclined to think, from our conversation, that he will write several articles, at least one of which will deal with Dick 25X1 Helms' testimony on Soviet forgeries (I left the Hearing paper 25X1 with him as well as with the Soviet Disinformation Bureau and I t in he will probably do another piece on the whole fallacy of any such thing as an "Invisible Government, " combined with comments on Approved For Release 2006/09121 :CIA-RDP80B01676R001400040022-1 ti.~ _ , ~,,,~ u the need for veracity, total objectivity, and protection of the national interest by reputable publishers and news media. 3.
