MEMORANDUM FOR THE RECORD
1. On Friday afternoon, 2 April, at my request, I met
with the Honorable Robert Murphy to discuss submission of
CIA notions for the Rockefeller Foundation Public ,Service
Awards. I explained to Mr. Murphy that for the past several
years we had submitted the names of Mr. Kirkpatrick and
Mr. Helms with the understanding that err. Kirkpatrick would
be considered under the Management-Executive category and
that Mr. Helms would be considered under the International
Relations -Foreign Affairs category. I told him that while we
had been unsuccessful in gaining a position, we had in each
instance been informed by the Secretary, Mr. van de Velde,
that our candidates had stood very high and that we should re-
submit them for the following year. I told him that in 1964,
after Mr. Kirkpatrick had won the President's Award for
Distinguished Civilian Service, I had withdrawn his name and
asked that the Selection Cnittee concentrate entirely on
Mr. Helms, but that Mir. Helms was still not selected. Mr.
Murphy made it quite clear that there was no connection
between the two and that we could submit as many nominations
as we wished -- they were not in any way competitive and each
was considered on its own merits regardless of agency or other
nominations from such agency. Mr. Murphy suggested that it
would be perfectly appropriate to resubmit both nominees as
we had done previously.
2. 1 then explained the problem of fully putting forward
the various contributions that Mr. Helms had made to foreign
affairs and international relations because of the covert and
clandestine nature of CIA activities in this field and because
of the anonymity within which the Clandestine Services operated.

Since as a member of the President's Foreign Intelligence
Advisory Board he is thoroughly witting of Agency activities,
I asked his assistance in explaining to the members of the
Selection Committee, within his judgments of the limits of
security, the activities in which Mr. Helms and his Plans
Directorate engaged. I then enumerated the various activities
and successes attained as contained in Mr. Kaeraraessines'
memorandum of 29 March to me (attached). j1 r. Murphy
assured me that he would be happy to discuss this matter in
detail at the next meeting of the Selection Committee and would
make sure that the members of the Committee had a clear
understanding of just why we were nominating Mr. Heln:,.s and
of his activities over the years.
3. ACTION
DD/S: I would like to resubmit both Mr. Kirkpatrick
and Mr. Helms for the Rockefeller Foundation Public Service
Award for 1965. Please take appropriate action accordingly.

Activities
1. 1 s abmit the attached quickly prepared rundown of high-
lights of Clandestine Services activities as requested by Mr.
Knoche. Although I originally planned to simply list four or
five items and expand on each, I do believe that, with your back
ground knowledge of our operations and activitieu, it would be
nx-ore useful to you to give you a longer list of items which you
can use orally in you::, discu33ion with Mr. Murphy, en_:arging
ova specific items as you deem useful and appropriate.
3. For your ready information the cu-rent ,trength of the

.TN ORANDUM FOR: General Carter
Pursuant to our earlier conversation, I attach the papers which we
propose to subn-it In support of our nomination of Dick Helms and Lyman
Kirkpatrick for the Rockefeller Public Service Award.
You will recall that Kirk discussed this with Mr. van de Velde,
Secretary of the Selection Committee, when he was at Princeton recently
and that it was agreed that it would be appropriate for someone In the
Agency to supplement the attached unclassified material by briefing Bob
Murphy who is a member of the Selection Committee, as well as of the
President's Foreign Intelligence Advisory Board which entitles him to
all the necessary clearances. Mr. Murphy would then be able to make
a better judgment as to how our people stack up with the other nominees
and presumably could influence the Committee.
Mr. van de Velde has contacted Mr . Murphy who has indicated his
willingness to do this if the Agency so desired. As you know,. Mr.
Murphy will be in town on I and 2 April for the PFIAB meeting.
I understand that Tom Karamessines has furnished you some addi-
tional classified information in support of Dick Helms' nomination. I
assume that you are sufficiently familiar with Kirk's performance that
no such additional information will be needed in his case.
I should appreciate your returning these papers to us as soon as
they have served their purpose so that we may forward them to the
Selection Comrr.ittee.
