The Director found out from Secretary Vance that the 1Mic report has already been sent to the President's Board. He further was informed by Mr. Clark Clifford that the McMillan report would be submitted to the DCI for comment. 2. In light of the foregoing, he decided not to send the letter to Vance but to have a comprehensive and thorough analysis of the McMillan report prepared, to include his review and dis- cussion of satellite results as prepared by McMillan and as also prepared by COMOR and your people. 3. Please undertake to have prepared a draft memorandum for the President's Board on the McMillan report. There is no immediate urgency on the timing since we will have to compare the attached report dated October 31st with whatever is sent over to us from the President's Board.
