1. Mr. Benjamin Read of the State Department called me today
concerning procedures followed by General George Marshall during his
tenure as Secretary of State. Mr. Read asked specifically if General
Marshall usually wrote memoranda for the record following a session
with the President. I told Mr. Read that he was quite religious about
this, and that I handled some of this material, directing it to the areas
requiring action. I further stated that he did write information memor-
anda when it was helpful in guiding the activities of the community.
2. Mr. Read asked me if General Marshall had regular meetings
with the President. I stated that at that time we had a more formalized
Government operation, that the National Security Council and the Cabinet
met regularly, and that the Secretary had access to the President any-
time. I told Mr. Read that General Marshall kept a notebook of items he
would discuss with the President at his next meeting, and that we would
suggest items to him which we thought should definitely get to the White
House .
3. I explained to Mr. Read that the second volume of the memoirs
ends with the end of the war and that the third volume will go into the
entire period of the mission to China and his tour as Secretary of State,
Red Cross, Secretary of Defense, and or),-up-through hi clp;;t*h I sug-
