2. Tom Ross, of the Washington Bureau, CHICAGO SUN TTlly S, and
David Vise, Washington Bureau, NEW YORK 9IERA.LD TRIBUNE, are doing a
book on intelligence.
3. Ross called me today (9 August 1963) to see if I would see
him with Wise sometime next week to discuss intelligence in general
and Stewart Alson' s article in the SATURDAY E1 ENING POST of 27 July -
3 August in particular. He said he is asking various people within
the Government for interviews and that he wanted me to know he has
asked rs. McCone to see them, having made the request to I+s. McCone's
secretary.
1-. I reported yesterday (8 August 1963) to the Executive
Director that Ed Guthman called to ask if the Attorney General
should see Ross and Wise, who want to discuss intelligence and. es-
pecially the effectiveness of CIA and other intelligence in relation
to Cuba since the Bay of Pigs. The Attorney General has taken the
same position regarding Cuba that CIA has had all along, i.e., he
will not discuss Cuba. I recommended that the Attorney General
not grant an interview on intelligence to Ross and Wise, since
Cuba will be discussed.
5. I believe I should discuss with Ross and Wise just what it is
they have in mind, and as a result of such a meeting, make recommendation
as to what cooperation, if any, they should receive from CIA.
a. I would recommend that at this moment the DCI not see them
and that no member of the USIB see them.
7. Ross and Wise are the authors of THE U-2 AFFAIR. They are
both young, intelligent reporters with important contacts. Ross might
well be termed a.: an intimate friend of the negotiator of the Cuban
prisoner release, James Donovan.
8. Recommendation: That I meet with Ross -and Wise as requested
by them.

of the Government, and they are now working together on intelligence at
the time of the Bay of Pigs, but more importantly on the intelligence
successes or failures related to the last October crisis over Ouaa
with the USSR.

McNamara, Generals Carroll and Ctiainn, Roger Hilsman,- Allen W. Dulles,

4. He said they have read. Stewart llsop' s article on intelligence
in the SATURDAY EVENRKG POST and Hanson Baldwin's recent article in
TIE REPORTER.
5. Ross and Wise request that they be received by the DCI so that
they may go into some detail as to the correctness of the statements
made and the conclusions drat.rn in the Alsop and .Baldwin articles.
6. They :'loula like to secure information as to the changes he
D' has made in the organizational structure of CIA, why he tnirlis .:e
has improved it by the changes he has made not only in structure but
in personnel a.ssigomonts, and trey especially would like to learn what
changes have been made or contemplated by the DCI, if any, in the cc-
timative process of the Board of National Estimates.
7. Ross said they were told by a prominent Democrat on the Hill
that 1.1r. 1,icCone now brings a different group from CIA to the briefings
than those who did the briefings -,.,.-,hen TAr. Dulles was the Director. They
were told that of the people no:r briefing the CIA Subcommittee, 17 per
cent are old-time briefers and 83 per cent are new CIA briefers.
3. Ross normally covers the Defense Department.
9. When Ed, Guthman called for Bobby Kennedy last week and asked
if the Attorney General shoal.d see than to discuss intelligence on the

Bay of Pigs and the October 1962 crisis, I recommended that he not see
them since the CI..A and now the Attorney General do not discuss Cuba
with the Press.
10. Ross and Wise, however, have a much broadcr.pla n which mainly
concerns intelligence in the whole of the Government. They -,,:'ant to
get into ,That USIB does and whether the DCI, as Chairman of USIB in
the capacity as the President's principal intelligence officer, is
an improvement over the prior system. Ross raised the oucstion whether
they night talk to General. Carter, who was omitted from Stewart Alsop's
article.
11. I told Ross there is no question within the Agency of who is
in comz::and. Everyone knows that John A. PMicCone is the Commander. ho
has delegated considerable authority to General Carter who is No. 2.
Tyr. IcCone has strengthened the structure of the Agency, has improved.
and harmonized relations ,:Ethic. the communi ty. I told. Ross that there
is no feud and has been no feud between DIA and CIA, and any differences
that might come up are handled by the DCI and McNamara, and in no case,
as for as I know, has there been any occasion to go to the President
over any differences.
12. :?r. IScCone has made personnel changes :within the Agency,
bringing in some outstanding people to join the outstanding people
who comprise the bulk of our personnel. Some old hands are now in
new jobs.
13. Nor. I cCone is not a man to take mediocre work. He has not
shown any hesitancy in ria'ing the Changes he deems best for the
1^.gency and for the community. He has given the Agency setter ad-
ministration than it had heretofore and has introduced business
procedures and made innovations that, all a ree, are for the better-
ment of the Agency. He is a tough administrator.
Only he could dis-
cuss the changes he has made because they are not a matter of public
knowledge and whether he will discuss them or not I could not say.

because there is always some. gain in discussing what they have in mind

to them. ??lhether the Director would like them also to see the Deputy
Director is a.mat-ter solely to be decided by the DCI. I do not believe
that it is advisable if the DCI sees them that they Guld talk officially
to anyone else in the Agency.

the DCi and that no other officials of the CIA be authorized to,grarU
interviews or discussions with them.
