1. A decision was made last weekend to change Maxwell
Taylor's travel plans, priginally, he was to visit Pakistan in
November as a follow-up to Ball's recent mission. The plan now
is for him to make around-the-world trip in December, stopping
in Karachi after a visit to New Delhi.

The Department is thoroughly informed and is braced buds not
at all certain just what the nature of US contingency plans will be.

1 4. At your request I have checked with bout 25X1
the Agency's sending a man to NMCC. says that 25X1
this will not prejudice the position being worked on in response to
the SecDef letter about NMCC. There is a practical problem involved,
however: .the representative assigned to NMCC should be equally
familiar with DD/P and DD/I needs. At the moment, DD/I is
running with the ball all by itself. Once again, we are faced with
the problem of finding a rare bird who can represent all sides of
our house.
