2. As regards the unfinished business on the matter of DIA
briefings given to Goldwater's Capitol Hill Air Force reserve unit
and your query as to what further should be done, I asked Kirk for
his advice. I have suggested that DD/I might be asked to do a more
rre aningful assessment of this problem or that it be given to the
Bannerman Committee to look into or that the whole matter be put
on the USIB Agenda for further discussion. Kirk says he believes this
is a political issue and that we should not get caught between DIA and
Congress. He believes someone should get a White House view
before anything more is done. I will hold onto the papers relating to
this in case you want to take it un with the DCT_
3. As a part of the scenario for making sure that you and the
DCI are placed in the appropriate Executive Pay Status, Larry
Houston has sent a letter to Clark Clifford covering our concerns.
4. Cord Meyer has forwarded a draft letter for DCI signature
to McGeorge Bundy asking Bundy to request the President to send a
letter to Crawford Greenewalt endorsing RFE's drive for public
contributions. Such letters usually move to the DCI through this
office. Do ypz want to review them prior to our sending them to DCI?

6. NEWSWEEK this week says the JCS have had enough of
Dick Bissell and have told McNamara they want no contract with IDA
so long as Bissell bosses it. NEWSWEEK also reports in the
Periscope section on Chretien's appointment. He is dubbed "A Secret
Operative" who has briefed many a closed-door Corg ressional Session
on CIA activities.
