1. The NSC briefing charts covering 11-8 will be ready for
your review as requested by DCI sometime Monday, 2 December.
The DCI last night told Ray Cline there is no possibility of an
NSC meeting until sometime next week and this accounts for the
fact that the graphics will not be ready until Monday.
2. DCI has read your transcript of your conversation with .~~,
on 13 November. This led him to a discussion of how ~~~
his and your transcripts are handled. He recognizes the sensiti- ~-
vity and thinks the best arrangement is to have them handcarried `Q q `~ o~
to the DD or DDs involved for their reading only. He, of course, p~?"~"'~
intends to give you a look at his transcripts and expects you will ~a;~ ~
do the same for him. ,p.~ ~"'
3. Larry Houston will be off in Charlottesville through the
coming weekend. John Warner will be acting in his place. Larry
reports that his office is nearing completion of the research
project on Johnson's positions on various issues as requested by
DCI.
4. Minutes for the State Department Staff Meeting on
27 November show that the Department is preparing itself for
briefing of the President much the same way we are. Ball has
asked all bureaus to prepare papers on troubled areas requiring
urgent decisions for use by him or the Secretary when talking with
the President.
At the same Staff Meeting Harlan Cleveland pointed to the
forthcoming debate beginning Monday on space issues at the UN.
It seems that the Soviets are coming up with some surprises. They
do not want any references to US-Soviet cooperation in a moon shot.
They are opposed to any statement on cooperation in establishing a
worldwide telecom system by satellite, and they curiously want to
strengthen provisions for registering space shots despite the fact
there are six that they have never acknowledged.
