1. As a result of Personnel's rather belated response re an
Agency nominee for the Arthur R. Flemming Award, Red White
has laid it on that all such awards are to be handled in such a way as
to guarantee sufficient time for your or DCI's consideration. FYI,
these are not always too easy for Personnel to handle, since in the
final analysis nominees must be put up by the various Agency compo-
nents and the components often drag their feet. Red intends to get
this straightened out.

1. If Bud doesn't raise the subject at the meeting this morning,
suggest you query him about the status of TACKLE. As I understand it,2N1
have no capability at the moment. The one U-2
for checking and repairs. The one earmarked is down
operating in the US checking out equipment for use against is currently

radars. It won't arrive ntil Xmas time. The one 5 1
won't be ready for ops until around 15 December. Meanwhile, Bun y
says the required contingency plan for the replacement U-2 should be
tabled for Special Group consideration when we next seek Special Group
approval for specific TACKLE flights. COMOR is at work revising its
Far Eastern target priorities. The revision will be ready around Xmas
time.
2. Sheldon is looking into the matter of McMillan's comment at
