1. Tom Parrott is coming by at 10 this morning to show you
a Bross memo on the paramilitary problem for DCI prior to the
DCI-McNamara ride to Saigon. The memo makes the point that
problems arising from NSAM 57 are more illusory than real; that
when specific problems arise they can be thrashed out at the Special
Group; and that with the welter of CIA -DOD problems before us,
why fight NSAM 57 now? The memo refers to the desirability of
examining into whether CIA (in the light of economy moves, etc.) really
should remain in the PM business.

4. I have two reports (special OCI reports issued in the Weekly
Review) I recommend for week-end moonlight reading (don't shoot me!
).
They are: Problems Confronting the NATO Ministerial Meeting, and
Fidel Castro's Growing Military Power.
5. s exotic clearances are being taken care of.
No one had asked Security to take the action!
6. DCI's current travel plans call for departure from Washington
to Seattle in the afternoon of 23 December, arriving back in Washington
at 8:30 PM, Thursday, Jan 2.
