2. Bob Bannerman reports in a memorandum to you that we
are recommending new procedures for handling testimony by Agency
officers before Congressional units. At the moment, these trans-
cripts are prepared by commercial.. reporting firms and are taken
from the hearing room to the company office for transcription.
During this time, they are beyond security control. Proposed new
procedures call for the tapes of testimony to be accompanied by an
Agency courier and taken to an Agency controlled location for trans -
cription. When completed the transcript will be given to John Warner
who will return it to the appropriate Congressional Committee. This
proposal has been coordinated with DOD who will take similar steps
in regard to DOD testimony.

5. Before DCI left town it was agreed that an updated Checklist
would be sent to him at about 4:30 p. m. each day for briefing purposes.
This would arrive in Saigon at the breakfast hour Saigon time. You
may want to suggest at this morning's meeting that anybody who has
something worth cabling to the DCI let you know, and I will put together
an appropriate supplementary cable each afternoon as re uired.
