I have received the ONE memo assessing the impact of and aid cutoff to Indonesia. In a nutshell, they think this would invite riots and anti-US demonstrations but would probably not lead Sukarno to break relations with us. I will hang onto this memo until I receive from Colby & Co. , the recommended position for DCI to take as to whether or not it is in the US interest to cut off this aid. 2.
