You asked whether there was anything in writing on the business of getting the President to reconfirm the Kennedy letter to the DCI of 16 January 162. The answer is negative. DCI decided on his own he would seek such confirmation and left with the President one day last week a copy of the Kennedy letter. The President told DCI he would go to work on this. r ILLEGIB 2. On the morning of 27 February from 8:30 to 12:30 some 45 outbound US military attaches, now attending the DIS School, will be in our auditorium to get a rundown on CIA activities, mostly in the DD/I-type field. You are invited to make some welcoming remarks of 10 or 15 minutes duration beginning at 8:30. Is this OK_ or should I ask Kirk to handle ? 25X1 4. DCI has received a response from McNamara which thanks the Agency for the recent letter on our views concerning the master wil- plan for the NMCS. The DCI has approved recommendations made by the Bross staff concerning paramilitary operations. These recommendations were that the Agency continue to provide and budget for a covert paramilitary capability and we support DOD as required and continue to rely on DOD for support in turn, that "grey areas" in the paramilitary field be referred to the Special Group and that current efforts to obtain top level DOD concurrence to a revision of NSAM 57 not be pursued at this time. 8.
