1. Per your request, has been informed and will 15X1
show up at USIB on Wednesday to brie on satellite scheduling.
2. I have a 105-page study by Rostow on the implications of
the ChiCom acquisition of nuclear capability. He covers it with a
letter to the DCI asking the DCI to read this personally. Rostow
promises to be in touch with him later "as to how it might be con-
sidered in the Government". Rostow says he sent a copy to Ray Vn Y
Cline. I have asked DD/I to do a summary and comments before
showing it to you.
3. Major General Holtoner, Commandant of the Armed Forces
Staff Collage at Norfolk has written to the DCI inviting him o_r you
to address the College at 10:00 a. m. on Wednesday, 8 April. Subject
is a one hour talk on CIA, its functions, mission, and role in the 7
Community. 9i 4<
tells me it is being put in final form in the Pentagon and has been
considerably watered down from earlier versions.

5. The DCI once commented about the use of the Agency
auditorium and said he felt it might not be used to a great extent.
Red's people have done a study of its use which indicates it was
used approximately once each workday during 1963,a'`otal of /
555 hours and a total attendance of over 21, 000. Kirk finds this
usage better than expected but believes it can be used even more
extensively.
6. You signed the commendation letters prepared by Carl
Duckett on two GMAIC subcommittee chairmen and asked that
1OK them before release. as approved and the letters
have gone forward.
